Local Unit & Position Description

The Offshore Permitting Project Manager is responsible for leading all aspects of environmental and permitting services pertaining to wind projects located in state and/or federal waters. This includes supporting general project development and owner’s engineering activities, such as initial site characterization and marine spatial planning; leading the preparation of siting studies required for permit applications and stakeholder engagement; representing DNV GL and Customers with stakeholders and government agencies, including stakeholder tracking; local, state/provincial, and national permit applications; and coastal-zone management consistency.


Preferred candidates will have experience leading environmental assessments or environmental impact statements compliant with the National Environmental Policy Act (NEPA) for offshore infrastructure projects, including but not limited to offshore wind facilities.  The Offshore Permitting Project Manager will also be engaged in U.S. business development efforts for offshore wind including building and maintaining Customer relationships, leading or assisting with proposal efforts.  

The Offshore Permitting Project Manager will join the multi-disciplinary Environmental and Permitting Services (EPS) group within DNV GL. The dynamic working environment will require easily adaptable and technical employees to provide services across a wide range of active projects, including those in the development, design, construction, and operational phases of project lifecycles. DNV GL is looking for a versatile individual with experience and training in relevant fields such marine biology, marine ecology, land use planning, landscape architecture, environmental science/engineering, or environmental law/policy or a similar field. The selected individual will be requested to occasionally undertake studies in their field of expertise, as well as manage projects for our North American and international customers.

The level of the position will be commensurate with the level of experience.

Tasks may include:

  • Conduct or manage the following studies:
    • Site selection and characterization studies;
    • Permitting and compliance matrix;
    • Technical permitting studies, such as visual impact assessments, and management plans;
    • Environmental assessments and environmental impact statements; and
    • Zoning variance, local ordinance compliance, conditional use, and other permit applications.
  • Set project milestones for scope, schedule, and budget and ensure milestones are met;
  • Perform technical checking and initial approval of certain work products conducted by junior staff;
  • Collaborate directly with other business groups to complete multi-disciplinary deliverables;
  • Attend agency meetings, open houses, and stakeholder engagement sessions;
  • Prepare or coordinate proposals and bids;
  • Support the Head of Section in preparing special or large-scale proposals and bids; and
  • Promote the EPS Group through professional engagement with existing and potential clients;
  • Actively seek out practical and realistic business development opportunities in the US market;
  • Give technical presentations and participate in panel discussions at industry workshops and conferences;
  • Participate in R&D projects under the coordination of the Head of Section; and
  • Engage in facilitating innovative and new service offerings to anticipate/meet market needs.

Position Qualifications


  • Bachelor’s degree in a relevant field, namely land use planning, landscape architecture, environmental planning, environmental science/engineering, or environmental law/policy;
  • Minimum of 5 years of experience with environmental and/or permitting for projects in the offshore and near shore environment, minimum of 8 years of relevant industry experience
  • Advanced knowledge of environmental assessment regulatory frameworks in the US and the ability to quickly adapt to and learn new regulatory frameworks for multiple jurisdictions;
  • Demonstrated skills in managing projects (minimum of 1 year), agency consultation, and environmental analysis;
  • Client-facing experience (e.g. client meetings, conference attendance);
  • Excellent analytical and reporting abilities;
  • Excellent oral and written communications skills;
  • Excellent skills with MS Office Word/Excel/Access;
  • Individual should display a positive, team-oriented attitude to match our friendly work environment; and
  • Willingness and ability to travel up to 10% of the time domestically to conferences, client meetings, project sites, agency and internal meetings.

Preferred skills (not required):

  • Master’s degree in a relevant field, namely land use planning, landscape architecture, environmental planning, environmental science/engineering, or environmental law/policy;
  • Experience leading stakeholder engagement efforts for coastal communities, with the Bureau of Ocean Energy Management specifically, and other agency and community stakeholders, generally;
  • Experience leading large, multi-disciplinary development permit applications; and
  • Experience leading proposals efforts.
